What would happen if we did not include any of the CSS or JS from Layouts?

Layouts pagination won't work.

Among other things, the Layouts admin wouldn't work, as it relies heavily on that custom CSS & JS.

Both D and A are correct.

The fancier Gallery blocks would not render correctly.
