Because the docblock @param Starship $subject forces PHP to convert $subject into a Starship before the method runs.

Because the make:voter command wires things so voteOnAttribute() is only ever called for the edit attribute, and that attribute always belongs to Starship.

Because supports() only returns true when the subject is a Starship, Symfony will only call voteOnAttribute() in that case. So inside voteOnAttribute(), $subject is guaranteed to be a Starship.

Because is_granted('edit', starship) always sends a Starship as the second argument, so it can never be anything else.
