Before creating a feature with TDD, why is it important that all the tests pass first?

New features work better when there are already some failing tests.

So you don't get misled by unrelated errors.

D and B are correct.

So when done the new feature, you know that it didn't break existing functionality.

Because running the tests with errors adds new bugs that are hard to track.
